Public health practice is as much about convening community and changing systems as it is about providing respectful, trauma-informed care to individuals. We value both of these roles in Vance and Granville Counties.
As chief health strategists, it is important for us to think differently about the ways we can affect entire systems and make health more equitable. Our role as public health practitioners is to bring partners together from various fields to address community health needs and provide expertise.
The Health Promotion and Wellness team at GVPH works with community stakeholders to create and manage sustainable programs geared towards improving health outcomes for individuals across Granville and Vance counties.
Our Mission
The Health Promotion and Wellness team pursues grants and partnerships to address identified and emerging community health issues, through the implementation of evidence-based interventions, as well as policy, system and environmental changes.
Stepping Up
A national initiative to reduce the number of people with mental illness in jails by diverting persons with mental illness from entering the jail system.
Granville Vance Public Health is the coordinating agency for the Five-County Stepping Up Initiative. Franklin, Granville, Halifax, Vance, and Warren Counties formed a regional Stepping Up Initiative in November 2015.
Inmates with mental illness are more likely to:
- Have a longer length of stay and are more likely to return to jail
- Not receive the treatment they need in jail
- Cost the jail 50% more than other inmates

GVPH serves as the coordinating agency for this five-county collaboration formed in November 2015.

NC InCK
The North Carolina Integrated Care for Kids (NC InCK) model integrates physical and behavioral health services for children from birth to age 21 covered by Medicaid.
NC InCK works to improve outcomes for children by integrating care across primary care, behavioral health, and social services. GVPH participates in this initiative to ensure that children in Granville and Vance Counties have access to coordinated, whole-child care.

Youth Well-Being Priority
Youth well-being is one of our top community health priorities. NC InCK supports this by ensuring children receive integrated, whole-child care that addresses both physical and mental health needs.

NC InCK ensures that every child covered by Medicaid in our counties receives coordinated care that addresses their full health needs.

Teen Sexual Health Education (3R’s)
Rights, Respect, & Responsibility - a school-based, comprehensive sexual health program for Vance County high school students.
The Rights, Respect & Responsibility Program (3Rs) is a school-based, comprehensive sexual health program that provides education to increase students' knowledge, attitudes, skills, and behaviors associated with health decision-making.
Vance County High School juniors and seniors are taught assignments on healthy relationships, abstinence, how to reduce risk factors for sexually transmitted infections, HIV, sex trafficking, and unintended pregnancy. 3R’s follows the National Sexuality Education Standards, inclusive of learners of all genders and sexual orientations.
In Vance County, 3R’s is led by Shante’ Hargrove, who implements the program at Vance County High School. Student leaders have the opportunity to visit the Vance County Health Department twice a semester during their school day to be informed of services.

Working on Wellness (WOW!)
"Raising healthy kids starts at home, follows children to school and extends out to the rest of the community."
The WOW Coalition brings together organizations and people to help kids stay healthy. We support their work to find and implement solutions that encourage healthy habits where kids live, learn, pray and play.

Invite GVPH to Your Event
Granville Vance Public Health is available to come present on healthy living at your event. Our Health Education & Health Promotion Department provides outreach, public awareness, and health promotion services throughout the community.
With an emphasis on healthy choices, our health education initiatives include healthy eating, active living, and substance abuse prevention, all of which impact individual and population health. Outreach initiatives seek to provide information about core public health services, as well as nutrition services, breastfeeding support, care coordination for children, and WIC.
